World Bank Project: Development of clinical guidelines on healthacre delivery

INTAMT Academy won the bid for the World Bank Project “Development of tools on implementing Clinical Guidelines on healthcare delivery to pregnant women, women in labor, new mothers and newborns into practical healthcare of the Republic of Kazakhstan” (Reference No.: SHIP-2.2/CS-03/1). The project will last from autumn 2019 until spring 2021 and is a joint initiative co-financed by the Ministry of Health of the Republic of Kazakhstan and World Bank.

The project objective is to improve accessibility, quality, and efficiency of health service delivery, and reduce financial risks to the population that are caused by serious health problems in the Republic of Kazakhstan. A main output will be development of high-level evidence-based recommendations into clinical practice of obstetrics and neonatology and creation of a sustainable monitoring mechanism for their entering into practical healthcare. The project work packages consist of three main areas:

Area 1. Clinical protocols

• Improvement of laws and regulations governing the functioning of Obstetrics and Neonatology Service including intensive therapy and infections control, basing on the best international practice.
• Improvement /development new clinical protocols of Obstetrics and Neonatology Service including those for intensive care based on recommendations of external experts / peer reviewers and piloting of updated/newly developed clinical protocols in health facilities.
• Improvement /development standards (obstetrical and gynecological care delivery standard, standard of neonatological care delivery, intensive care delivery standard) with account of updated /newly developed clinical protocols and revised laws and regulations.

Area 2. Quality assessment

• Development of healthcare quality assessment instruments in Obstetrics and Neonatology Service for entities dealing with care quality expertise and piloting developed quality assessment instrument of Obstetrics health facilities.
• Development of recommendations on the rules and requirements (competences) for work of experts from entities dealing with care quality expertise and building capacity of them in the issues of healthcare quality assessment in Obstetrics and Neonatology Service.

Area 3. Institutionalization policy

• Building capacity of professional medical associations and Obstetrics and Neonatology Service specialists (conducting seminars and conferences, drafting training programs, selection, training of trainers, trainees national and regional coordinators etc.).
• Methodological support to Task Groups / Advisory Boards in the field of Obstetrics and Neonatology Service acting under the MoH and regional health departments and health departments of Astana, Almaty and Shymkent cities.
• Conducting monitoring for introduction of updated/newly developed clinical guidelines into practical healthcare.
